Ability to Conclude Treaty
All the nation-state has an ability to conclude treaty.
In addition, international organization is recognized hte ability to conclude treaty.
Caution: These ability will be limited to Federated states, Protectorate, and subordinate nation.

Authorized Person to Conclude Treaty
Person who conduct treaty must be recognized as the representative of the nation.
Presenting the letter of attorney indicates it but certain person will be recognized as the representative of the nation without the letter of attorney.
Any conduct of un-authorized has no legal effect.

Adoption of Treaty Text
All the participating nations must agree with treaty.
However, at the international conference, 2/3 of participating nations votes is required.
Treaty text will be final through the subscription and be officially confirmed as official text.
