MinGW-5.1.3.exeを取得。

-gccを使って開発をする際にconfigureスクリプトを実行するために最低限必要な UNIX like OSのコマンドを提供してくれる環境。

MinGW を MSYS より先にインストールしてある場合はここで MinGW をインストールした場所を答えることで /etc/fstab ( D:\MSYS\1.0\etc\fstab )などの設定を適切に行ってくれる。
